ISSUE OF CONCERN: Silvicultural and related forestry activities such as logging, road building, log hauling, site preparation and vegetative control continue to be challenged by interest groups and frequently the challenge is carried out in court using the provisions of the federal Clean Water Act as justification.

ISSUE OF CONCERN: Implementation of the Forestry Title in the 2002 Farm Bill
BACKGROUND: The National Association of State Foresters passed Resolution No. 2001-8 last year, indicating its support for a strong Forestry Title in the 2002 Farm Bill that recognizes the important contribution of non-industrial private forest (NIPF) lands. Thankfully, this year Congress passed one of the strongest Farm Bills supportive of forestry on private lands in history.
MODERNIZATION AND ASSOCIATED RESTRUCTURING OF THE NATIONAL WEATHER SERVICE (retired by Resolution No. 2005-2)
WHEREAS: the National Weather Service (NWS) has developed a Strategic Plan for the Modernization and Associated Restructuring of the National Weather Service utilizing new technology to provide better products to the users; and
WHEREAS, forest insect and disease outbreaks continue to cause significant growth loss and mortality in the Nation's forests, as well as causing unacceptably high impacts to recreation resources and increasing fire hazards; and
WHEREAS, the Nation's forest stands are becoming increasingly susceptible to insect and disease damage;
NOW, THEREFORE BE IT RESOLVED that the National Association of State Foresters endorses a forest health strategy that includes:

ISSUE OF CONCERN: Retiring out-of-date resolutions
BACKGROUND:
The NASF Forest Fire Protection Committee has reviewed all resolutions from the year 2004 that fall under the jurisdiction of the Committee. The Committee has reviewed the following resolutions and found them to be out-of-date and recommends retirement. The Committee will consider updating both resolutions for presentation at the 2010 Annual Meeting.
