NASF Resolution No. 1991-3: Conservation Education Program

CONSERVATION EDUCATION PROGRAM
(retired by Resolution No. 2004-6)

WHEREAS: the Conservation Education Program (CEP) is an important component of the State and Private forestry Program; and

WHEREAS: the CEP helps explain and institutionalize the importance of conserving America's natural resources for existing and future generations; and

WHEREAS: the CEP helps explain the role and relationships of the cooperative programs, including urban forestry, stewardship, forest health and fire, in the management of natural resources; and

WHEREAS: it is important to begin to focus resources to begin implementation of an effective CEP, immediately; and

WHEREAS: it is equally important that federal funds appropriated by Congress be spent as intended; and

WHEREAS: it is also equally important that State and Private forestry Regions have the flexibility to implement planned CEP actions under the broad guidance and counsel of national direction; and

WHEREAS: funding for national projects, like CEP, where the source of such funds is from benefiting functions, needs to be allocated with the full, complete understanding and acceptance of all parties involved;

NOW, THEREFORE BE IT RESOLVED that the National Association of State Foresters supports funding for the State and Private Forestry initiative known as "Conservation Education Program" for fiscal year 1992 in the amount of $2,500,000 - $750,000 of which will be provided from State and Private Forestry benefiting functions including urban forestry, stewardship, fire protection and forest pest management.

BE IT FURTHER RESOLVED that funds provided to State Foresters and other key cooperators for fiscal year 1992 will be based on a regional CEP "Implementation Plan" with broad direction and general oversight coming from the Deputy Chief, State and Private Forestry.

BE IT FURTHER RESOLVED that the funding amounts and procedures and implementation actions for the CEP for fiscal year 1992 be thoroughly reviewed by the Forest Service and the Executive Committee of the National Association of State Foresters (NASF) as soon as possible.

BE IT FURTHER RESOLVED that the Resolution be presented before the full body of the NASF at the 1991 Annual Meeting in Seattle, Washington for discussion, debate, and complete resolve before any implementation actions for fiscal year 1992 begin.
