NASF Resolution No. 1996-7: Congressional Earmarks

Relating to Congressional Earmarks

WHEREAS, The United States Forest Service (USFS) and State Foresters have minimal influence over the Congressional earmarking process,

WHEREAS, Allocation of Congressional earmarks has historically been treated as national commitments and assigned to the appropriate region prior to allocation of regional program funds,

WHEREAS, It is not in the long-term interest of the USFS, States, and national programs to ignore Congressional intent or to Penalize a region for action beyond their control,

NOW, THEREFORE BE IT RESOLVED THAT: The National Association of State Foresters (NASF) Executive Committee works with the United States Forest Service (USFS) Washington Office to ensure that formal and informal Congressional earmarks be allocated at the national level prior to allocation of funds to the regions.
