The National Association of State Foresters (NASF)1 and the Association of Clean Water Administrators (ACWA)2 appreciate the opportunity to comment on the U.S. Environmental Protection Agency`s (EPA’s) notice of intent (NOI) to revise stormwater regulations to
specify that a Clean Water Act (CWA) National Pollutant Discharge Elimination System (NPDES) permit is not required for stormwater discharges from logging roads under Phase I of the stormwater program, and to further study the forest roads discharges under Phase II.3 77 Fed.
