Barbara Boxer (D-CA) released a “global warming substitute amendment” to the Lieberman-Warner Climate Security Act (S. 2191) that will be the subject of debate during the first week of June. It includes a provision that provides $300 billion through 2050 to support agriculture and forestry programs that cut emissions but don’t qualify to be used as offsets.

Posted on Tuesday, May 20, 2008On Thursday, May 15, the Senate gave final congressional approval to the Farm Bill, voting 81-15 to approve the bill. This followed overwhelming approval in the House, where it passed 318-106. Although President Bush has promised to veto the Farm Bill, it passed both the House and Senate by veto-proof margins. To override a Presidential veto both chambers of Congress need to call a new vote and pass the bill by a two-thirds majority.
