The Roadmap lays out actions to incorporate adaptation, mitigation, sustainable consumption, and education objectives into existing programs and policies. The document acknowledges that climate issues are not limited to national forest boundaries, and presumes to take an "all lands approach" to "devise and implement solutions that operate across jurisdictions at a landscape scale."
