Boxer releases amendment to Climate Security Act

Sen. Barbara Boxer (D-CA) released a “global warming substitute amendment” to the Lieberman-Warner Climate Security Act (S. 2191) that will be the subject of debate during the first week of June. It includes a provision that provides $300 billion through 2050 to support agriculture and forestry programs that cut emissions but don’t qualify to be used as offsets.
